For the dough: Combine flour, 3 tablespoons of sugar, 1/8 teaspoon of salt, and baking powder in a food processor. Pulse 3 times to grind.
Add butter. Grind until there are no large chunks left, for about 15 seconds.
Add one egg. Pulse about 10 times until the dough can be shaped into a ball.
Ball the dough using your hands. Wrap in plastic. Refrigerate for one hour.
For the filling: Combine honey and sugar in a saucepan. Bring to a boil over low heat without stirring until sugar dissolves. Remove from heat. Add butter. Let melt.
In a bowl, beat eggs, rum, and salt. Add butter and honey mixture without mixing too much. Let cool.
Preheat the oven to 356 °F. Remove dough from refrigeration. Using a rolling pin, roll out dough to an 11.8-inch circle. Place in a previously greased small pie pan. Press a bit.
Cut excess dough from the sides. Arrange pecans in the dough. Pour filling over pecans.
Using a fork, push pecans down to make sure they are covered. Add pecans on top.
