  • In a bowl, add flour, baking powder, salt, and butter. Mix thoroughly with your hands until crumbly. Add sparkling water little by litter while kneading until the dough comes off the bowl and is smooth. Let sit for 15 minutes.
  • On a flat surface, roll out dough to 0.1-inch thickness and cut into 3.9-inch discs. Place Andino cheese in the center and seal the edge pressing and crimping with your fingers to keep the filling from spilling while frying. Place empanadas on a baking sheet and freeze 2 hours before frying. Set aside.
  • In a pot over medium heat, heat vegetable oil and fry empanadas. Spoon empanadas over with vegetable oil until empanadas puff up. Flip empanadas over. Drain on a paper towel-lined plate to remove excess oil and sprinkle with sugar.
  • Serve Ecuadorian empanadas de viento paired with a cup of coffee.
