  • Preheat the oven to 356 °F.
  • For the mashed potatoes: In a pot with boiling water, cook potatoes with salt until soft. Drain and set aside.
  • In a bowl using a potato masher, mash potatoes to a purée. Add asadero cheese, butter, and fried bacon. Season with salt and pepper.
  • For the picadillo: In a skillet over medium heat, heat oil. Fry onion, garlic, and ground beef until it turns color. Add tomato and tomato purée. Cook for some minutes. Add carrots, peas, and bay leaf.
  • Cook for about 10 minutes or until meat is cooked through and vegetables are tender. Season with salt and pepper. Make sure liquid is completely absorbed for properly assembling the Mexican shepherd’s pie.
  • For assembling the Mexican shepherd’s pie: In a baking dish, spread mashed potatoes, sprinkle with cheese, and top with picadillo. Add more cheese. Place a top layer of mashed potatoes and cheese. Bake for about 10 minutes.
  • Serve Mexican shepherd’s pie with chopped parsley.
