  • In a bowl, soak rice in hot water for 30 minutes. Drain and set aside.
  • In a pot over medium heat, heat water, milk, and cinnamon. Once it comes to a boil, add rice and cook for 20 minutes. Once rice softens, lower heat to low and add evaporated milk and condensed milk. Cook for 25 minutes until thick. Remove from heat and let cool.
  • Pour Mexican rice pudding mixture into popsicle molds and freeze for 2 hours.
  • Unmold Mexican rice pudding mixture under cold running water and serve on a plate or a flat surface.
