Slice chiles open lengthwise, trim, and seed. Set aside.
In a saucepan with plenty of hot water, add white vinegar and chiles. Cook for 15 minutes, strain, and set aside.
In a bowl, mix canned tuna, mayonnaise, tomatoes, onion, corn kernels, and parsley. Season with salt and pepper. Set aside.
Stuff Jalapeño chiles with tuna mixture. Serve tuna Jalapeño poppers on a plate garnished with parsley and with Mexican red rice on the side.
