Over low heat, heat evaporated milk, cinnamon, and star anise and bring to a boil. Cool and set aside.
In a skillet over medium heat, heat butter. Melt a bit. Add bananas, raw sugar, and sprinkle cinnamon. Cook for 5 minutes. Remove from heat. Set aside.
For the cheese mixture: Combine cream cheese, dulce de leche, previously heated evaporated milk, and eggs in a blender and blend until smooth. Set aside.
For the flan: Line flan cups or single-portion pans with cajeta. Add bananas and cheese mixture. Cook on the stove over medium heat on a water bath for about 30 minutes. Cool.
Unmold banana pecan flans. Garnish with chopped pecans and obleas.
