In a blender, combine onion, garlic, black pepper, chicken broth, and salt and blend until smooth. In a skillet over medium heat, heat oil and fry fideo pasta for 3 minutes or until golden brown. Pour in tomato sauce, and chicken broth. Add chards and cilantro and cook for about 15 minutes. Season with salt. Serve fideo pasta and Swiss chard soup topped with sour cream and panela cheese.
