For the chipotle sauce: Bring a pot of water to a boil. Add salt and cook elbow pasta al dente. Strain and set aside.
Combine milk, sour cream, chipotle chile, and garlic in a blender and blend until smooth.
Heat a deep pot with butter. Cook chicken. Season with garlic powder, onion powder, salt, and pepper. Cook until chicken is cooked through.
Add previously blended sauce, cheeses, and cook until melted. Mix cooked elbow pasta. Cook for 1 more minute to incorporate. Season with salt and pepper.

Tips
